Capital Parks Drive, Pavilion Parkway and Hansen Road are planned as four lane major arterials with medians. On the east sides they will have 12-foot Class I Bikeways with 7-foot landscape strips at the street edge and 3’ landscape strips at the back of walk within the right of way. On the west side they will have 8-foot landscape strips at the street edge, five 5-foot sidewalks and 4-foot land-scape strips within the right-of-way. Additional 25-foot landscape setbacks will provided on both sides. Set-backs are planted with no-mow grasses and screen trees and bermed or sloped where appropriate to minimize the perceived scale of building facades. Sixteen-foot medians will be planted with grasses, evergreen shrubs, and flowering trees.

The Tracy City Council approved the Cordes Ranch specific plan west of town, clearing the way for development of the largest business park in northern California. When completed, it will be the premier transportation and logistics hub for the Central Valley, servicing 7.2 million people within a 60-mile radius.
This Cordes Ranch Specific Plan establishes land use, zoning, development standards and regulations for approximately 1,780 acres located in the northwest region of the City of Tracy. Throughout this Specific Plan, the development contemplated and permitted by this Specific Plan may be referred to as the “Project”, and the 1,780 acres within the boundaries of the Specific Plan area may be referred to as the “Project Area.” The Project Area is bordered by Interstate 205 to the north, Old Schulte Road to the south, a portion of Mountain House Parkway to the west, and then extends northwest, north of the Delta Mendota Canal to I-205, see Figure 1.1. The Specific Plan envisions the development of approximately 1,462 net acres of the Project Area with commercial, office, manufacturing, warehouse, and distribution uses. The Project Area is at the crossroads of two major transportation corridors, making it ideal for businesses which require large parcels for use as warehousing, manufacturing, research and development, processing, fabrication, and construction related uses.

The western portion of the City of Tracy was planned largely through the Cordes Ranch Given the Ranch's proximity to both I-205 and I-580, the site is ideal for both long-haul freight warehousing and short haul trans-shipment. As the majority of the property is being developed for commercial and industrial land uses, truck volumes are anticipated to become relatively high. The ITS component of this development is designed to complement the City of Tracy and Caltrans design. A schematic depicting ITS deployment throughout Cordes Ranch is presented as Figure 4, above. Both the I-205 and I-580 corridors are major arteries between residential communities of the Central Valley and the employment centers of the San Francisco Bay Area. It is also a primary freight corridor between the agricultural producers of the Great Central Valley of California, the port of Oakland, and San Jose Mineta International airport.
